How to create contacts and groups

Contacts and groups can be used to share data outside of the Halo System, and therefore don't need a Halo log-in or account. These can be used when you don't want to give someone access to your System but want to share reports or incidents with them. Please note this is not the same as Multi-Agency Logging Users, who do have log-ins and accounts within the system.
